At 19:58.00 exit from pits and brake for the corner and he hit me withouth sorry.
At 21:03.00( and the next corners after this one ) i try to overtake him and he block me.

He barely hit your car, but fair enough an apology would have been nice.

Confirmed, he blocked you from overtaking which isn't OK. Also, he's very new and you could've told him that this is against the rules in-game. Maybe he also would've apologised to you.
