I told him to apologize but he said "why would i" (1st time) then i explained to him what he did and he claimed i was parking in the middle of the road and said "youll live lil princess". This user rarely plays on the [TC] servers so he will receive a confirmable warning making sure he understands not to crash other cars deliberately and make sure he apologizes if he does cause an accident.
