Yes, read the report made on you. Go in game, sign up for a test and do it.

There must have been some technical difficulties when the administrator was removing your license, as it seems that it did not actually get revoked.

Your cop license got revoked and not your cop rights. So you don't need to do training but only do the ingame exam to get them back.
