The fine list states that the minimum speed deemed for a slow speed fine is less than 20 mph / 30 kph:
Fine list Wrote:Slow speed on highway (50€)
Going slower than 20 mph / 30 km/h
At no point (bar when you were actually pulled over to commence the traffic stop) did your speed drop this low. Therefore, the player will receive a confirmable warning instructing one to have a look at the fine list to see the circumstances in which he can issue a fine. You will also be refunded for the illegitimate fine.
Action has been taken as described.
