No it isn't. It was my own invention, learning how to make skins. If it does not qualify this thread can be closed since after this I created a cop skin that is a replica of the police in my region:

Can you make the police writings on all sides a tad bigger? If you have done that it will be fine.

Police Text Bigger: (only other difference is that logos on side are a bit smaller to compensate for larger text)
