He was just following me & Ramming, can provide a replay if needed. I tried speaking to him but he never replies.

Hosep is currently Permanently banned for Money Abuse, but, he is eligible to make an unban request which will allow him to play on the servers again.
This report is being looked into. Please be patient.

The user is well known for this behaviour and it will simply not be tolerated.
Since the user is already banned for a separate issue, this incident will be noted for future reference, meaning he may still have to serve the punishment issued for this incident, which will be a lengthy ban.
