Learning Photoshop or GIMP is your best hopes if you want to make decent skins, Paint.NET is gonna make a mess of it really.

No it's not.
I made all my skins with Paint.net.
You just need to know how to use the tools.
Though Photoshop and GIMP are better, I prefer Paint.net since I know how to use it.
My skins aren't the best, but I surely can make decent skins.

Looks like you've taken someone's skin and ruined it
Try what has been said above using different programs, then you can use effects to make it more realistic and use images from google to place onto the skin to make it more realistic.
