Description of incident (inc date & time): We gave enough time for panda to move, yet he refused to do so. This only happened once but since the beginning of Kyoto, every time I am in a pursuit and encounter Panda, he stands still at the left lane refusing to give me way. Both users (Lavezzi and naish) were ignoring the SIRENS on the Autobahn. They only moved when the chase had to force itself through. Both users will receive a confirmable in-game warning for failing to move for sirens. This will also be naish's final warning in terms of ignoring sirens due to his history and hitting the COP after the reported incident. Cheers for the report. Action has been taken as described.
