I timed out at that moment, but When I contact him later... 'Are you going to apologize for that'
he said 'nope'. instead of I already did.

Don't take it personally, but if you want my opinion, I wouldn't exactly feel inclined to apologize to someone after they approach me like that either.
Try discuss these things in a friendlier manner with people and it might not end in reports.
Due to the fact the user did apologize, and the original poster did not realize this due to a internet issue, no action will be taken.
