Not once did you tell him that he was actively breaking a rule (nor the rule that was actually being broken), merely just screaming "stop" then heading straight for a report.

As you can see, He failed to go into spectator mode and I lost him, so what I did is to report him, can you propose a different way so that I can ensure he will not do the same to another COP?

The user was clearly not listening and won the chase unfairly.
He does not have a history of this so will receive a confirmable in-game warning for going OOB in a chase and refusing to come back on track.
