So I went to get a drink, come back with a parking fine. Would you say that this is Illegal?

My problem is that everyone used to park there so it is hard to know whether it is or not.

Maybe you seen cops. If you go to cop fine link , can check that cops can park there to control traffic

There was a big discussion on this a few years back about that place being a 'COP-only' zone. In any case, due to what Dan said; yes, it's a cross-hatched area so illegal parking.
