He was been asked to move twice vie !move 5-10sec were between them and i horn like 3-4 times but he didn't move or even show any respond i even gave him 30 sec to move
so if he didn't respond to !move well he respond to (move for illegal parking) ?
well no.
why would you park in middle of road even you got a lot places to park.
blue lines places were he could park without getting fine for parking

Honking 3-4 times would not get a response for me, but rather doing it the professional way, by asking me to move would have made a response. I wasn't parking on the middle of the road, I was parking on the side and you have a clear image to demonstrate that.
Well yes, maybe if you asked me I'd move, but did you? You can't imagine the scenario and guess the outcome, it might be different.
Just do everything as per the rules and the manual;
"The cop must first ask the driver to move along."
And this is how you use the move command according to the manual;
!move Shows a message to the user directly in front of you to make way, MOVE > > > >
edit: Several times I have fined players by asking them to move via !move, but later on asked to refund the money either by an administrator, the player himself or the players witnessing the situation.

This is not sufficient. The rules state you must ASK the person to move.
Server Rules Wrote:4.6. Parking
Cops are not allowed to fine other users for improper parking immediately. The cop must first ask the driver to move along. If a user fails to respond or move, a parking fine may issued once.
Using !move isn't asking them to move along since they're parked illegally (!move is used to tell someone to move for sirens), neither is using your horn.
That said, KooKoo was clearly parked in a slightly dangerous place and the fine was a measly 40 Euro which can be earned back in literally seconds.
I am not going to fine/refund.
Summary:
@Qatar: Please ASK the person to move prior to issuing an Illegal Parking fine, !move and beeping aren't sufficient,
@KooKoo: Please do not park on the road or in a place which can cause danger. To an extent (generally speaking, maybe not in this case), this can also be seen as a server rule (do not block track/provoke crashes).
I would like both of you to post back confirming you understand.

Sorry, I'm not going to waste my time with such little amount of InSim money. I am also pretty certain you made this thread out of principle/pride instead of actually wanting the refund. 40 Euro can be earned back in a few seconds.
