You handled this badly. Instead of asking for a reason for the high fine, or talking politely, you instantly told him he'd be reported. This has not gone in your favour.

As for the fine:
Quote:4.9.1. Variable Fines

Some offences can be charged with variable fines (low/med/high). When selecting a variable fine, all of the following factors must be taken into consideration:
- Severity of the violation
- Duration of the violation
- Repetition of the violation

In this case I think a high fine was reasonable enough.
