Description of incident (inc date & time): It was today (04.11) about 18:35 (UK time). After reviewing replay I see he rammed me on wall because I hit his back a little. But he was still disrespecting sirens and when he was on road he turned to the right, in result I hitted his back. There was another crash while later with another guy but as you can see in replay he apologized and even asked if I need money for this crash, so I think there is no need to take action against him. I was trying to talk with DragonTales Of DK, start at 2:12:48. I asked him about sorry, he failed so I said him what he did wrong. Then he answered "lol..." so I resigned and decided to report him.

I do not believe this was ramming or disrespecting sirens - you pulled out in front of him, basically pitting him and causing you both to hit the wall, which as we all know isn't major - accidents happen.
It would appear he tried to move to the side for you but was surprised when you drove up beside him.
All in all, this could have been avoided by a simple discussion and a quick check of the replay - not everything has to be reviewed by an admin.
