Description of incident (inc date & time): It was today (10.12) about 14:00 (UK time). This guy rammed me full throttle. He wasn't even trying to brake when he clearly saw me in front of him. Also he was horning like it was my fault. I was asking him several times about sorry, but he didn't say it. I've added few timestamps showing him ramming someone from this replay which I found.

Firstly thanks for your report, all the points mentioned by yourself above i agree with.
The user had previously had a 7 day ban for ramming by me back in febuary, however as we only look at his recent history this must be negated. Following protocol the user will be issued with a confirmable warning to follow the rules and stop intentionally ramming and interfering in chases.
Should he choose to ignore this we will up the measures, which judging by his history seems likely.
