I've read somewhere account sharing is against the rules.

Well, the best source to read something about the rules is on the actual rule-page: http://www.city-driving.co.uk/rules/

As far TC is concerned, it's up to him whether to let his brother, mother, friend or pet drive but he should be aware that he's taking the responsibility for their actions.
