Description of incident (inc date & time): I had just got done from a spin out from leaving pits, then I move forward and look down. When I looked back up, I was going into him. Then, he fines me for causing an accident when he was the one sitting in the middle of the road. I agree, it was 50/50 on this for me not paying attention and him sitting there, but if he wasn't there, I would have went forward not hitting anyone.

The COP in this situation was monitoring traffic. There was plenty of room at the side of him. As you said it was your fault for not paying attention at the time.
Causing and Accident fine is justified.
