i was just cruising around and wanted to follow him and i see that
hes is going faster and if u look at the replay from his car u clearly see
that he is using speed hack

Pretty sure he is using some sort of speedhack yes, considering you followed him in an LX6 and weren't able to keep up on accelerating even though that should not be the case if FXO was in "normal" state. His speedo was also very jerky when accelerating, indicating some modification was being made.
