Not moving for siren & blocking officers in chase - Start: 34:25 End: 35:00

Description of incident (inc date & time): As you can see the player (sorta) rams [6S] Phantom(27:50). This player also decided to interfere with the chase I was in with other officers. Action (the player's name), is in the middle of officers while the chase is still going(34:25-35:00). I was spamming my key bind for !move and he just ignored it, so I yelled "MOVE OR REPORT!" at him for his attention (not like the spam didn't get it already). He typed something in chat while driving on the highway right after 35:00 and that makes me know he defiantly saw the chat exploding in move messages with his name on it.

Yeah this user's come back from bans multiple times and done the exact same thing every time.

He'll be banned, once again, for a considerable amount of time. You can rest assured you won't be seeing him for a while.
