If you have looked at the replay, the user was drifting and lost control, and such things can happen. He had no possible way of getting out of the way, and you cop's can not expect the road to always be 100% open without anyone spon out, flipped or similar. You did neither speak to this user about this incident when I am looking in the chatlogs, and when you contacted BP, he told you to try speaking with him aswell.

You should always talk properly before calling an admin/reporting.

You could have easily dealt with this yourself, and since the incident was not caused by "unnamed" purposly attempting to block others or such, simply that he just spon out, I will not take any actions.
