Same risk in any other country.
I'm not saying Russia is a safe place, but a video like this doesn't say anything. Just putting them together makes it look like their entire system is messed up

Come to finland and try to find a AK in someone civilian's car..
Finland sure has a road rage too, but I've never seen anyone to come out of the car because someone drove in the wrong lane

There's a better one, from a TV program I think, where someone drives up the back of a mafia car, blaring their horn and flashing their lights, and you just see the back window roll down, a M4 held out the window, and the guy behind slamming on the brakes
