Let's strat from this point to make this easy : 1:17:40 when his join the chase
didn't respond to anyone when his need to speak with him
1:21:50 i ask him to pass didn't respond me then i pass him
1:23:55 pass me with dangerous style without any binds
1:24:00 It distracted me throughout the chase then i ask him with this " can u leave "
all i need to didn't report him and give him another chance and tell him read cop guide < i mean with this - CHASE ETIQUETTE/RULES |
1:25:40 starting talk
the crash is not by him actually - when i see replay it's by another guy by lag

It's more courtesy to ask the COP in front if you can overtake, rather than a rule—but people should still follow this. However, in this situation I don't think it really mattered and/or was practical to ask since you two were both on grass and was trying to box the suspect anyway. I think you are also interpreting this too literally—these bits of advice can't always be applied / followed.

I'm not going to take action, and I hope you see my reasoning.
