- Reasons as to why you think you deserve a refund:
Pulls me over for no reason, first thing he says was "remember me?" At which I reply reminding him he can't pull people over for no reason.

He responds issuing me a careless driving fine when nothing I did was anything close to dangerous driving.

I ask him why he fined me for careless driving to which he ignores. I honestly don't care about the money, I just want something to be done about people issuing fines whenever they feel like it.

He probably could have mentioned the particular incident.. but it doesn't take a genius to figure it out. You lost control of your car in full view of Dee, he then parked & waited for you to pass so he could chase you.
