You are correct in that he should not have chosen a high fine here; you are not causing an obstruction at all, and not in a dangerous or particularly busy place. I've gone ahead and refunded you the €40 to make it a low fine and given Rambio a confirmable warning explaining why he has been fined and how to decide which fine to select in a variable fine.
