Hello,
I'm afraid there's no way we can approve this skin as a COP skin. The skin looks way too much to a race/team skin rather than a COP skin. This is due to the color combinations, the big amount of red and the pattern you're using which makes it overall very confusing.
Perhaps you could use your already (similar) approved FZ5 skin design to make a new version for FXO:
