Incident Information Manipulating lag factor for to hit-ram other users

Description of Incident (Include Timestamps): (Timestamp 7.00) He rammed me by lagging himself. His excuse was DDos attack to the server but I never lagged or any other user did. I asked him for to apologize but he is refused. We have a bad history with him that could be the reason. It was so precise that cant be a coincidence.

None of this was "timed" or on purpose. Failing to apologize is an issue though.
