18:46 Weird hit from the rear with full throttle made the 2nd cop flying *note* ''I don't think his ping was bad to make him fly that way''.

I had a look on the replay and the above-mentioned timestamps, and I have to agree that the ram at 15:57.00 was an illegal move from ordpro's side. The second timestamp, as you said yourself, was most likely caused by a high ping. The lag is visible in the replay and didn't really cause much damage to cybforce's vehicle.
Considering that the reported user has rather clean record on ramming, he will be issued a Confirmable Warning about ramming and acceptable use of force in chases.
