An admin warned him before, but he's still doing arab drift. And also been rude to me

Rex can be seen Arab drifting (and attempting to) multiple times through the replay. There are 2-3 occasions where there are nearly collisions with other road users.
As a result of this and a recent, first warning for Arab drifting, Rex will receive a confirmable, FINAL WARNING for Arab drifting. Players need to remember rule 1.12.2:
1.12.2 - Arab drifting (aka Tafheet (تفحيط) or Hajwalah) is only allowed in stunt-zones.
I cannot see your conversation with the reported user - you didn't ask them to stop or use !report? Please engage with the user next time, and then if that does not work, you can report it on the forum. Sometimes, situations can be managed with a polite word / conversation.
As to the insulting - no insulting words are said. You were seen passing another user very closely, who didn't seem to be enjoying the experience. Rex commented (unprompted) saying 'Nice harras'. This isn't insulting, you were literally harassing the other user when passing. Rex did comment and say that 'he is not 100%', directing that to you. Neither myself nor Rex are qualified to comment on the mental capacity of users.
