I see why this incident frustrates you, but while it might fall into a somewhat gray area from a definitive perspective, there was no wrongdoing on the reported parties side. The rules for cops in chase are quite clear:
5.4 Force / Physical Contact
- 5.4.a Any force used must be calculated and tactical.
- Which it was, as you were being directed towards an immovable object, likely in order to pin you. - 5.4.b The direct impact of intentional contact should cause very minor or ideally no damage to either car.
- No damage was caused to either car by the direct contact. - 5.4.c Ramming is forbidden.
- Self explanatory.
Furthermore, you didn't apply your brakes until it was far too late, which otherwise would have avoided the impact alltogether.
