Chad wrongsided on the autobahn 3 times, the last one resulted in him escaping. Dualcubes wrongsided twice and followed/interfered with the chase multiple times. He also kept following for minutes at one point.

Having looked at the replay Dualcubes interferes with the chase constantly despite being told by Hoshi not to, he broke 4 server rules:
1.3. Drive on the correct side of the road.
1.5. Stay away from chases.
2.1. Do not harass police officers.
10.1.1. Driving wrong way on the Autobahn is strictly forbidden. Even during chases.
As for Chad03 he also broke server rules:

This resulted in him escaping from [6S] Hoshi [COP]
They both have a pretty clean URS, they will both serve short bans because of the server rules that were broke.
Action has been taken as described.
