He also apologised when he made contact with your vehicle so we can rule out ramming. However, his decision to drive on the wrong side of the road (especially the highway) was a foolish one. From what I understand he was trying to provoke a chase from a cop but didn't look to see if there was traffic before-hand (or sirens, for that matter). For this reason he will receive a warning for violating rule 1.3. Action has been taken as described. Thank you for your report. It has now been moved to the archives.
