at 4.08 in the replay he makes a u-turn on autobahn and starts driving the wrong way, i continue to drive forward until i can make a safe u-turn back onto the other side of the road, at 4.22 he then u-turns again and continues driving the right way.

Okay, so he wins a chase unfairly. (By U-Turning and thus going on the wrong side of the Autobahn, then U-Turning to head to the correct side.)

Jake was the only person who lost XP (hence only one in 'chase' mode)
User will be given a final warning for generally breaking rules. He will also be fined 300 euro and you will be refunded that amount.
Note to Jake: Thanks for not going wrong side on the Autobahn, it's in everyone's best interest to follow this example.
