I believe he was just trying to tow you, albeit in a really rough way. After he crashed into you (which basically did nothing), he made an effort and towed you successfully, you said thanks, everyone was happy.

The million dollar question: Why are you even reporting him?

ED: Well, someone else actually towed you in the end, but this user, Luke, did try to tow you properly after the incident you're reporting him for.

Summary: I don't even believe he attempted to ram you maliciously, it merely seemed like a rough tow attempt, after that, he tried to tow you more sensibly. I won't be taking any action on the user in question.
