The higher you set the torque thing, the more RPM you can squeeze out of an engine (and vise versa, more RPM = more power (with its limits ofcourse, as at the end there can be a thing as too much RPM), but more power = more RPM if you use the high torque) More torque (vs HP) is generally at lower RPM though.
