I turn on LFS and try to connect to [TC] CityDriving One but it said "Host Refused Connection" I don't know how I am banned I don't use .VOB and the ban is the length of having .VOB on.

This ban is erroneous, it was for a country change which didn't actually happen. An admin will unlock and unban you as soon as possible.
