hi i was want to go on the left but there some one was ww (GWrecked•DFGT) and i braked in the middle to avoid him forom hes ram and i didnt saw you from the back
so when i go to the left i just saw you doing careless driving

VEGETA was slowing down because a car was travelling on the wrongside and almost hit him. There was, however, nothing careless about what you did because you were simply avoiding an inevitable collision. In future, don't just "report" someone because they fined you wrongly, you talk to them first, then if they do not comply, you file a report.

However, in this case, you will need to make a Refund Request if you think you were wrongly fined. VEGETA shall be reminded the next time I see him to only fine someone when he sees hard evidence that their driving was careless because in this case, VEGETA was in the wrong for slowing down and staying in the middle of the Highway.
