Description of incident (inc date & time):
the suspect, what i chased did run away 2 times within going out of map. first time i said that to him, but he did it again

The user was indeed going OOB unfairly in a chase. He even acknowledged your advice of not going OOB in a chase but instead later chose to ignore it.

The user will receive a confirmable in-game warning for going out of bounds in a chase and we'll keep a close eye on him in future.
