"Do not help" rule

As there is join mode in the chase, the rule 1.5 is quite unclear

Rule 1.5 Wrote:1.5. Stay away from chases.
Let suspects and cops pass and give them room for manoeuvring. Do not follow or overtake chases. If a chase gets closer, stay passive, slow down and wait until the situation is over. Do not help the suspect or the police.

As there reads "Do not help the suspect or the police" does it count in join mode. I just had a position should I help or not and decided to not as War and Dino both flipped in join mode. They said I could, but I am unsure and did not help. Asked this from Dan but he said he doesn`t know. So the question is here Is it allowed to help cops in join mode if they are flipped. I would own self say no due to they are kind of already joined in chase.

To me, the rule sounds pretty clear and it applies with both join and chase modes. Whenever you see visual sirens when a suspect and a cop are passing by, that should be a clear sign not to intervene.
