Description of incident (inc date & time): He passes by dangerously and collided with me. Sirens means slow down, but he completely ignored that

Okay, i'll begin by summarising that neither of the points are report-worthy. Let me explain:

1) The user who Dino hit was arab-drifting/sliding across the track, into Dino's path. He then swore at Dino. Dino said the equivalent of "Donkey" back. Neither of those points warrant action (aside from the attempted swear from the other user, which i'll ignore on this occasion).

2) The user was on the roundabout and had priority. I don't care if you had sirens on and were in a chase--that is not a sign for all cars to grow rotor-blades and disappear out of your way. You should have anticipated a potential collision and reduced your speed appropriately.
