While I am not 100% sure he meant to hit you, there are a few things I can ascertain from the replay. 1) He was purposely driving erratically. 2) He knew you were coming. 3) He hit you.

The fact that he did not apologize after blatantly causing an accident will necessitate an assumption of ramming, so the user will be on vacation for a few days. Thank you for your report, have a wonderful rest of the day.
