Reason: OK so i passed the guy and he intentionally rammed me in the corner, after he said his "wheel plugged out" it topped me off and i watched the replay.

Whilst I don't believe his wheel unplugged (based on the fact he was still steering, even after the crash), he did apologise. Are you willing to accept his apology?
 

I would have forgiven him if he didn't make a stupid excuse, and i wouldn't bother to report him, but meh, it's ok.
 
