Replay 1: (Haven't got but the replay isn't that long, he was using it around the end of it as far as I know.)
Replay 2: From start to end. (From when I rejoined after the previous replay and still continues after this one to.)

Description of incident (inc date & time): Around the end of the replay, I was in a chase and I notice an LX6 come up behind me and horn spam Horn 5. He then scraped me and overtook (while I had the on-screen siren on and Strobe and Siren.) he then drove off still spamming Horn 5. He still is spamming after the second replay.

After posting this and asking whether he'd finished, he then commented "I like to be police man". Then [TC]›Sheep‹[VCU] told him to stop.

He did indeed use horn 5 while being civillian, and made contact with you while you were in chase.
He will receive short ban for his actions.
In future reports, please include timestamps, not only "around the end of the replay".
