I don't know why, I can't buy again a taxi license. It's like the option is not activated once it expired.

I tried with 3000 of cash (I have more in the bank) and I don't have the option.

Should be sorted now, there was a little early mixup with the test system, as taxi licences require no test. There were 146 users affected.
