I don't wanna be banned so I want to know is this mod/program: Fuel consumption indicator/econometer [source link:https://www.lfsforum.net/showthread.php?t=71098] is allowed ?

it's totally fine. it's not a mod. Only mods you should worry about are the ones that inject code and change the car model.

From what I see, that software only uses methods which are publicly accessible and officially supported. So I don't see any problem with it.
