Not actionable. I don't think he hindered you at all, chases sometimes have slightly uncalculated contacts and that was simply one of them. You acted as if he robbed a bank or something. (You're right, I don't think he apologised but little things in chases like that happen and if I took action every time something like that happened, there'd be no one left.)

He'll get a small warning for driving with a strobe.
