7-ZIP doesnt give a option to start on Win8

So yeah, the problem is, when i download and install 7-zip on my computer that has Win8, it doesnt give a option/file/whatever it is to start the program. I have tried these solutions i have found on the internet, always with the same outcome:

-Restart PC when installed.
-Uninstall 7-zip and run it as an administrator with Win7 permissions.


I dont know where the problem is, i just need help fixing the problem with it, i need it to extract a file that wont open correctly with Winrar....

Just to add some more information, it only installs these files.
