Though I was doing nothing to him, he provoked me.
He provoked me though he was a policeman.
It isn't set in particular by a rule on the server, but I'm very unpleasant.
When having policeman's license, whatever is done, is it permitted?

From the screenshot you have provided, there is only one line of text which contains KooKoo making contact with you. This doesn't create a context, nor allow me to view how the player was supposedly provoking you.

If you could upload the replay, that would be great, so I can see a lead up to the events.

Dude how is that provoking? When i clarified something in a report you made towards me, you said fault finding was ugly. You joined and i told you fault finding wasnt ugly. Wheres the provoke in it? You told it to me and nothing was taken against you, and when i say it its suddenly provoking?

When you joined i replied 'fault finding wasn't ugly wasn't it?' And instead of being quite and continuing to drive why not tell me its a retorical question and tell me it was provoking? Therefore i might have apologized.
