Reason1: ramming, using police inspired skins and disconnecting to avoid high-fine(he reconnects shortly after).

- 14:34 - he rams me - no sorry
- 15:03 - he hits another user
- 15:06 - he hits yet another user
- 16:16 - he rams me again
- 17:25 - he disconnects during the chase, to avoid high-fine

Reason2: failing to move for sirens, interfering with chase

Timestamps2,3:
- 15:03 - they fail to give way to siren, despite being told to !move
- 15:17 - they fail to move again, when i finally gets past them they fail to keep distance, causing them to hit me when I broke. They both failed to say sorry for this.
- 16:24 - they fail to slow down for sirens, causing them to hit the suspect
