Hello,

It certainly wasn't a ram as he very lightly tapped your rear and didn't send you flying at all. Yes, he should have been a little more careful, but he also slowed when he went to pass you. There was no need for a formal report against him as this seems like an overreaction to the incident.

As he has a recent history of these incidents, I will however keep a close eye on him when he's on.
