A few forum changes

Hello,

There have recently been some forum changes which were mainly in response to the survey results.

The changes are as follows:

• The Users Reporting forum is now a sub-forum of Server Administration Tasks,
• A Bug Reporting forum has been added,
• A Cop Rights Revocation Appeals forum has been added,
• The stickied information thread in the Users Reporting forum has been edited to show when you should — and should not — make a user report,
• The stickied information thread in the Refund Requests forum has been edited to show when you should — and should not — make a refund request,
• The Police Training and Affiliate Teams forums have been moved to the [TC] CityDriving part of the forum, underneath Server Administration Tasks.

We hope these changes have made the forum easier to use, and so that some issues can be dealt with more effectively.
